Why isn't friend guard passing down?

Male friend guard jigglypuff and female heal pulse wish jigglypuff. I hatched 17 eggs so far and not a single friend guard one. Why is this?

Here's what's wrong: in order to get the male to pass down an ability, it must be bred with Ditto in order for it to work.

So, here are your options: You could find a female friend guard Jigglypuff, and breed that with a male Jigglypuff with those moves. Or, you could breed a female Friend Guard Jigglypuff with another Pokémon in its egg group with the moves you want.
