Since Deoxys can legitimately be found in ORAS at the end of the Delta Episode without an Event, is Deoxys now a Required Pokemon or is still an Event Legendary?

Deoxys is not required to completed the Hoenn PokeDex, however it is required to complete the National PokeDex.

ORAS
Hoenn PokeDex

>Have owned all (Generation VI) Hoenn Pokédex Pokémon except Rayquaza, Jirachi, and Deoxys.

National PokeDex

>Have owned all Pokémon except Mew, Celebi, Jirachi, Manaphy, Darkrai, Shaymin, Arceus, Victini, Keldeo, Meloetta, Genesect, and Diancie.


So to answer your question, no! Deoxys no longer counts as an event Legendary (at least in ORAS), as Deoxys was not required to complete the National PokeDex in X&Y, but is required to complete the National PokeDex in ORAS.

Wait, would that include phione when referring to the manaphy family, considering Phione is bred from manaphy?

In XY and previous Generation yes, Deoxys is an event Pokemon.

For ORAS you need Deoxys

Since Dexoys is capturable in ORAS, it's required. So that's what I'm missing.
