Are hacking devices Illegal?

Stuff like Power Saves and Poke-Gen. Also, where can I find said hacking devices and how do I use them?

You can buy Action Replays in any Gamestop that sells them. They are no illegal if they are sold in branded places. As for Pokesav/Gen, that requires a device called an R4i and an installation of programs on your PC(Just get a Powersaves and save yourself the time.)
