You need to go to Celadon City, go to the tower pokemart and either take the stairs to the to the roof, or take the elevator the top floor and then to roof from there, there should be vending machines at the top, you can buy drinks from there that you will need to give it to one of the guards. They also work as healing items. Once you do that you can reach Safforn city.
