If two Pokemon with icecile spear use icecicle spear what would happen?

icicle spear doesn't have priority, but avalanche has negative priority.

The Pokemon with highest Speed Stat

If 2 Pokemon used Aqua Jet at the same time the Pokemon with higher Speed Stat would go first. The 2 users' speed are the same then its up to the Game Mechanics and a complete 50-50 Chance

Its' random if they have the same speed, but if they have different speeds, the faster goes first.
