Shady old Magikarp selling man?

Question

In Pewter city a guy says he bought a Magikarp (probably Magikarp) from a old shady man for 500 pokédollars. Does this npc actually exists?
I kinda want a Magikarp myself but I don't have a fishing rod yet.

Yea, in the Pokemon center outside Mt. Moon's first entrance on Route 4. Bought it myself :T
