Why isn't Curtis showing up at all???

Question

I can't call Curtis after I beat the Pokemon League!
And also, why can't I trade with him? I read that after you see him in his work clothes, you could trade with him, but that didn't happen with me.
Anyone know what's up?

It says on your 50th call, then trading will begin to access. I think he will directly call you.
