Depending on what you need on your competitive team, either Pokemon can be very useful.

Vaporeon is a great tank and wall, countering many sweepers in the meta. It has access to moves like acid armor and haze, to troll the other team's setup.

Gyrados, however, is very useful as a bulky physical sweeper, utilizing dragon dance to setup and begin sweeping teams. It also gained a mega evolution, gaining the dark typing and mold breaker, giving STAB for moves like crunch. Gyrados is also very viable as a tank, as it uses great defense and special defense stats, especially in mega form.

All in all, they are both very good Pokemon, but I like Gyrados, somewhat due to personal bias, but I think it is just a more versatile water type, being able to be a bulky sweeper or defensive wall.

That depends solely on your team. If you need a good defensive wall, go for Vaporeon. If you need a strong physical attacker (or even a mega), go for Gyarados. Of course, Gyarados is in OU which means that it is in many cases better than Vaporeon. If you want a physical water-type wall in OU, go for Rotom-W.

Try to add more description next time. It is a bit hard to understand what you're getting at.

It depends on what they are used for. If you are looking for a powerful attacker, I'd go with Gyarados, but Vaporeon can also work well too. Here are some sets I suggest:

Gyarados @ Gyaradosite
Ability: Intimidate
EVs: 252 HP / 128 Atk / 128 Spe
Adamant Nature
-Waterfall
-Ice Fang
-Dragon Dance
-Rest

Vaporeon @ Life Orb
Ability: Water Absorb
EVs: 252 HP / 88 SpA / 168 SpD
Modest Nature
- Ice Beam
- Scald
- Acid Armor
- Wish

If you need the bulkier one of the two, I'd go with Vaporeon. Here is my recommended set:

Vaporeon @ Leftovers
Ability: Water Absorb
EVs: 252 HP / 4 Def / 252 SpD
Calm Nature
- Scald
- Toxic
- Wish
- Protect
