What are all the possible reasons there is a blue circle on OR in the Home Menu?

It is not an update, I checked a lot and it is still there

There are two things (That I know of) that will cause the blue light to appear on the Home Menu on ORAS.

1: There is an update for the game.

2: There is a new holocaster cast. (In the folder like thing on the PSS)
