Is Arceus obtainable is ORAS?

I've been wondering about legendarys. I just caught Latios and Latias (Spammed Ultra Balls at Latios!) and was wondering if you could get Arceus?

You can't usually get Arceus in ORAS without the use of hacking or trading, There is an Arceus event currently going on in Japan though.
