In RSE and DPPt, do I need to catch every Pokemon to get a star on the trainer card, or just see every Pokemon?

There are only so many stars. Pretty sure that one of these tasks counts for a star.

Yes. The actual condition says "Complete the Hoenn/Sinnoh Pokedex" so I can see where the confusion is, but to complete it you have to catch all the Pokemon (excluding Jirachi and Deoxys for RSE and Mew, Lugia, Ho-Oh, Celebi, Jirachi, Deoxys, Phione, Manaphy, Darkrai, Shaymin, and Arceus for DPPt National Dex).
