What Pokemon can't be in premier balls?

Question

So because I hate myself, and a living dex isn't hard enough, I want to make a living dex with every Pokemon possible in a premier ball, with my name as the OT. I know it's not possible to have every one in a premier ball though. But between all 4 gen vi games which ones can't be? I know most of the starters can't, except for the ones in the friend safari. Do you know of any others?

Note: an exception is made for cherish ball only Pokemon.

Rather than starters and events, I think everything else can come in premier balls (except Pokemon given to you eg. Castform.)

Catching legendaries in Premier balls is possible as I caught a Mewtwo and Zygarde in  Pokeballs (Same catch rate.)

I guess that's what I was looking for. A list of pokemon who are obtainable but not catchable. So, I know the starters can't be caught except for charmander line, fennekin line, froakie line. (All of which in the friend safari) The fossil pokemon, castform. Anyone else?

As you requested, this list is only for Generation 6 Pokemon games, some of the Pokemon may be catchable in Premier Balls in other games, but not Gen 6.

The only way to get Darumak and Patrat in a Premier Ball in Gen 6 is to breed.
