I was having my sceptile use earthquake on a pokemon he didn't have an ability that raises evaisiveness or lower my acurracy. PS. it said that they avoided the attack

Avoding Earthquake means that move misses. Some attacks misses, some are avoided. Flying Pokémon or Levitate-ability Pokémon ALWAYS avoid Earthquake (except when Gravity is used)

Mabye it has the Levitate Ability. Then it won't be affected by Ground-type attacks. Or mabye it just avoided it, like my Vaporeon avoided Bertha's Gliscor's Earthquake in Platinum. This is because all attacks can be avoided, even moves that are guarenteed to hit.
