gary/blue's parents are unknown. Samuel might have had a daughter who had gary. no one knows except perhaps the pokemon company. i don't think it was ever intended to be revealed, and i don't think it ever will be.

Nobody knows. Simple as that. Probably for the same reason we have no clues to the identity of Ash's father; it's not relevant (anymore at least, and especially in Gary's case). All we know is that one of them had to be XX Oak, Professor Oak's child.
