Why can't you find Shuppet in Pokemon Diamond?

I want one, and I don't have a Pokemon compatible with Bannette. And, what Pokemon are compatible with Bannette?

Basically. The Pokemon in that list are all compatible with Banette (except the genderless ones). If you have a Ditto, then that is also compatible with Banette.
