What is the pokemon with charge you need in Opelucid City?

Any pokemon with charge,
I used Klink, you can find it in Chargestone Cave,
But it has to be from the other game, from white if your playing black, and from black if you're playing white.

It must just be on black then, I guess that would kind of make since considering in black the city is more futuristic

Get a pokemon that knows charge in the other game, then trade it to your game.
