By on water, I mean by surfing or while fishing. I know Azurill is one in Gen 5, but are there others? Hmmm... Thanks!

In gen 5 you can run into dragonite
Zubat/Golbat.

By the way, what is wrong with Celadon City?
I'm editing in B/W and B2/W2 right now, but I'm not done with them. I'm gonna take a break for a little while and then finish this, I've been doing nothing but staring at Bulbapedia pages for over two hours.

I'm over 9,000% sure that I could have taken at least half an hour off of the time that it took to write that answer if I didn't use Windows XP.
If you mean "why are these poison types in Celedon?", it's meant to represent pollution.  If you mean where in Celedon city, there's a small little puddle, I think it's like 4 by 5 or something, with that one narrow house that you can only reach by surfing.  In R/B/Y there was an NPC you could do a trade with, I don't know if it carried over to FR/LG.
But the ponds don't look polluted at all.
Also, there are no Zubats in BW until you get the national Pokedex. As far as I know, this is the only reason you should play BW.
