in the tcg online when opening boosters and setting your deck, there are numbers in a blue field which indicated how many of them you have, but sometimes there are numbers in a grey field with an icon next to it. so what does that number mean?

That number indicates the "locked" number you have of the card. For example I have 4 of an EX card, It says 2 in the Blue box and 2 in the grey box. The 2 in the grey box means you can't trade them. The number in the grey box shows the amount of untradable copies of the card you have.
