This set is meant to be specially bulky while also providing Defog or Stealth Rock support. The 60 Defense EVs give Empoleon some physical bulk and the rest is dumped into HP and Special Defense. Torrent is the preferred ability because the Attack boosts from Defiant are useless on this set, which lacks physical moves. Scald is a spammable STAB move with a useful chance to burn. Ice Beam provides nice coverage. Roar stops Empoleon from being setup fodder, primarily Calm Mind users such as Clefable and Suicune. Use Stealth Rock or Defog depending on whether your teams needs a hazard remover or a hazard setter.
A perfect teammate for Empoleon is a bulky Ground/Flying Pokemon such as Gliscor or Landorus because they cover each other's weaknessses very well. Empoleon is weak to Fighting, Electric and Ground, which Gliscor and Landorus are either immune to or resist. Gliscor and Landorus are weak to Water and Ice, which Empoleon resists. These Pokemon struggle with powerful Electric types with Ice coverage moves, however, such as Mega Manetric and Raikou.
