Why isn't Dhelmise a steel-type?

It's made of steel! A steel ability that only Dhelmise can have, and a steel-type move that only Dhelmise can learn! What's up with that?

Dhelmise, contrary to what you would think, is not the anchor, but the algae/seaweed. It merely controls the anchor, using it as a weapon.
