The Garchompite doesn't seem to be there... (X)?

Question

• I beat the E4
• I fought my rival
• I talked to Prof. Sycamore and upgraded my keystone
• I have Rock Smash
• It's 8:33
• I know where it should be but it isn't there...

What am I missing?

You will find Garchompite in the tower near the end of the victory road at night. You can find this tower behind a wall that needs to be destroyed by rock smash. Here's a picture I got from the Internet.

As you can see, the Garchompite is right next to the tower.
