you'd think that you'd use 252 EVs in Atk and not HP
...but it’s clearly not a sweeper
It's clearly not a sweeper. Parting Shot lowers Atk and SpA while Toxic is great. U-Turn is to switch out while dealing damage. Multi-Attack is STAB but I would prefer ground type Silvally because covers both Steep and Poison, that cannot be poisoned.

Why 124 SpD? You have 4 extra EVs. Why Crunch over a STAB option or any other move?
I think Crunch is there than a STAB move as it'd able to hit Ghost Types as well, but STAB is preffered really :/

Swords Dance boosts your attack. Multi Attack is STAB. Iron Head deals with fairy types. Crunch can be used instead to hit ghost types. U-Turn is for pivoting. Flame Charge can be used instead to raise your speed.

I wouldn't suggest U-turn on something with Swords Dance. You're probably better off with Flame Charge or another coverage move.

This is the Work Up set from Smogon.

Set Analysis

Work Up is pretty obvious, as it boosts your attack and special attack, which is really important for this set. Multi Attack is for STAB. Flamethrower provides coverage that allows you to beat steel types like Ferroseed and Perrserker, with the former being 4x times weak to Flamethrower. Grass Pledge allows you to hit ground types super effectively, along with hitting Qwilfish for nuetral damage. You can use Ice Beam for coverage against ice types, but doesn't really cover anything else that Grass Pledge can't hit, except for hitting Altaria for super effective damage and being able to hit Skuntank for nuetral damage.

Teammates

Thwackey is a good partner for Silvally-Poison, since Thwackey can summon Grassy Terrain, which Silvally-Poison appreciates since it halves the power of Earthquake, and also gives Grass Pledge a boost. Thwackey can also get rid of Pokemon like Silvally-Ground, whose ground STAB isn't halved by Grassy Terrain. Since Silvally-Poison is weak to psychic moves, psychic type checks like Morpeko and Thievul are appreciated. In turn, Silvally-Poison can check fighting types and get rid of fairy types, which Morpeko and Thievul are weak against.

Mixed Work Up set for Electricvally. Work Up is for boosting both of your attacking stats. Multi Attack is for STAB. Flamethrower hits Pokemon like Ferroseed and Frosmoth for super effective damage. Ice Beam pretty much covers most things Flamethrower covers, but also allows you do super effective damage against Pokemon like Altaria, Rhydon, and Stunfisk.

Swords Dance RestTalk Steelvally has been getting used in SS NU. The set allows Steelvally to become a wincon rather than being a mediocre role compressor. Swords Dance is used to make your STAB Multi-Attack stronger. Rest gives Silvally-Steel a source of HP recovery. Sleep Talk can let you use a move while you're a sleep, which helps make you not as passive.

The EV spread is pretty flexible, you just need to have 252 HP EVs, Speed EVs to outspeed a wallbreaker, and the rest of the EVs go to Special Defense. The EV spread I have has Steelvally outspeed Adamant Decidueye. 16 Attack EVs are on this spread to allow a +2 Multi-Attack to OHKO Decidueye.

Here's a set for Silvally for Gen 9 NatDex RU / UU. I don't recommend using it in UU though.

Ability: RKS System
Tera Type: Water / Steel
EVs: 252 HP / 252 Atk / 4 Spe
Jolly Nature
- Multi-Attack
- Crunch / Zen Headbutt
- X-Scissor / U-Turn / Parting Shot
- Iron Head / Ice Fang

Crunch and Zen Headbutt are coverage choices. I would recommend using Crunch to decimate those Ghost and Psychic types roaming around the RU tier. U-Turn is for fast pivoting, and X-Scissor is for more power. Iron Head or Ice Fang are great coverage options. Parting Shot is a great utility move.

You actually use Memories with Silvally. Arceus uses Plates.
