Can Pokemon from HGSS be transferred to Gen 6 through Pokemon Bank?

I would like to transfer my Lugia to oras to EV train it up, and I haven't found a question on Pokebase relating to this topic.

Oh yes, I'm also aware that Lugia will be stuck in oras so I will have to start over again.

It can be transferred, but it cannot be transferred directly to Poké Bank. You have to migrate the Pokemon to Black and White. Once its in Black/White or Black and White 2 you can use Poke-transfer to carry it to Pokémon Bank.
