so I think that if a Pokemon used focus energy then used a move with a high crit ratio would it instintly get a crit?

It would work, but a critical hit only powers up a move by 3/2. Moves like swords dance and nasty plot are much better.

Yep it sure would. Bulbapedia says any boost up to three stages is always a critical hit. Focus Energy gets two stages and the High-Crit moves hit the last.
