Why won't my Ditto breed with my Croconaw?

Question

I'm trying to get a second Totodile, but I go to the daycare with my Croconaw he won't breed with Ditto. Should I level him up all the way to his final evolution?

Have you tried breeding your Croconaw with a foreign Ditto or breeding your Ditto with a foreign Croconaw?

I'm pretty sure that where your Pokemon are from only changes shiny chance.

Ditto and Crocanaw will lay eggs. If the OT of both of them are the same, then it will take on average 1280 steps to get an egg.
