Is it possible to change the time in Gold/Silver?

The time is incorrect in my Silver game (on VC) and it’s affecting the Pokémon I encounter.

Yes.

In the beginning of the game your mom teaches you how to change the clock. Just go to your house and into your room and there should be a clock, just change the time there.
