Does the ability Sand Stream help raise the accuracy of Bone Rush?

Question

So I just battled a trainer in Pokémon Y, and they had a pokémon with the ability Sand Stream. After that one fainted, they sent out Pachirisu, and I had my Lucario use Bone Rush. It didn't miss.
And I was wondering if Sand Stream helps raise the accuracy of Bone Rush.
I'm sorry if I'm being stupid, but this question literally just came to my mind.

The only thing that can make bone rush more likely to hit five times is skill link, not sand stream.
