In Platinum, in which patch of grass (and which time) do I have the highest chance of encountering one species?

I want to do some Poke Radar chaining. I think it's Route 201 daytime with 50% each of Starly and Bidoof, but I wanted to ask here and make sure.

On Route 228, Beldum has 70% Chances of encountering. (Swarm)

On Valley Windworks, Electrike has 70% chances of encountering. (Swarm)

On Route 218, Voltorb has 70% chances of encountering. (Swarm)

Without using Magnet Pull or Static

Platinum
On Route 205-south, Shellos has 65% chances of encountering (Only in Platinum).
