Yes

Static Pokemon have the same shiny rates as other wild Pokemon. This is evidenced by the fact that other stationary Pokemon can be encountered in their shiny form through soft resetting, and the Pokemon in question is not shiny locked. It is treated as a regular Wild Pokemon encounter once battle starts, meaning it has the same rate.

There is also the anecdotal experience of someone who did encounter a shiny Electrode, only for it to promptly use Explosion before it could be caught.
