What game are you asking about? What do you want to do with your Pokemon? Do you want to battle other people, in-game trainers, or something else?
Psywave can cause desynchronization in gen 1 link battles, so use it if that's what you want.

Psywave's power depends on Pokémon using it and it's accuracy is only 80. Teach it if you want

It actually depends on the level of the Pokemon, doing .5x-1.5x the level of the Pokemon.
