Why did I get a Cubone when using the Mew glitch?

I just did the mew gltich in Yellow VC, but instead of a mew I got a Cubone! How did this hapen?

You might have used the wrong special stat.

the Pokemon you last encountered has a special of 17 but the last Pokemon has to have a special of 21 to encounter mew
