What happens when sleep talk chooses a row move like outrage?

In the first turn I use rest. Then sleep talk and it chooses petal dance/outrage/rollout etc. In the first turn they will hit but in the second will they also hit or the text will wright ''[pokemon name] is fast asleep''

No,the user will not be locked If into that move,thus preventing Confusion status. Also Rollout and Ice Ball will not increase in power.
