Like, Protect, Double Team, Sand Attack, etc. (Just to annoy the foe)?

Except in rare cases (such as event-exclusive moves), Pokémon are capable of learning any combination of moves from their movepool, so yes, you could have a Pokémon with a moveset of Protect, Minimize, Sand-Attack, etc., even if the moveset is incapable of harming the opponent in any way.

Why would you even do that?
The only reason I can think of why someone would want to do that would be to troll other players, unless you get it down to a science like the infamous endless battle strategy (look up endless battle clause if you’re interested), where you can then troll players while racking up ragequit wins.
But the question itself only asks whether it’s possible, which it is.
