Why is Driflloon not appearing at Valley Windworks?

Question

I was seeking his location here for Pokémon Diamond, Pearl and Platinum, but didn't found him there yet, do I need to fulfill some especial requirement for him to appear there?

It’s Drifloon, not Drifllon.

Every Friday, one Drifloon will appear in the middle of the Valley Windworks. It will only appear after Team Galactic has been vanquished, at level 22 (DP) or level 15 (Pt). If it is not battled and captured or fainted by the end of Friday, it will disappear until the following week.
