Here is a list, up to date as of S/V, showing the Pokemon with the highest in each base stat, excluding legendary Pokemon, mythical Pokémon, and Ultra Beasts:

• HP:
  • Non-mega: Blissey at 255
  • Mega: Mega Baxcalibur at 115
• Attack:
  • Non-mega: Rampardos at 165
  • Mega: Mega Heracross at 185
• Defense:
  • Non-mega: Shuckle at 230
  • Mega: tied between Mega Aggron and Mega Steelix
• Sp. Attack:
  • Non-mega: Ash-Greninja at 153
  • Mega: tied between Mega Chandelure and Mega Alakazam at 175
• Sp. Defense:
  • Non-mega: Shuckle at 230
  • Mega: Mega Dragalge at 163
• Speed:
  • Non-mega: Ninjask at 160
  • Mega: tied between the Mega Z forms of Garchomp, Lucario, and Absol at 151
• Total:
  • Non-mega: Slaking at 670
  • Mega: tied between all the mega evolutions of pseudo-legendaries (also known as Powerhouse Pokémon)

As for movepools, it’s very situational, so I can’t really say which is the “best”.

Alright, amethyst, this is it. I wrote a very simple answer, mainly by memory. If this answer is wrong, then I am officially too stupid to make a pokebase post, and am clearly counterproductive around here, and I will not make a post again until I can call myself worthy of other people’s presence with a straight face

Mega Tyranitar, Mega Metagross, Mega Salemence, and Mega Garchomp all have a base stat total of 700, which is the highest of all non-legendaries. Excluding Psuedo-legendaries, it would be Slaking, with 670.
