Does Zapdos respawn if it flees in Let's Go Pikachu/Eevee?

I got Moltres and Articuno on my first try, but Zapdos fled and it is no longer at the Power Plant. Does it respawn? What do I do?

If you didn't save after Zapdos fled, then you can reboot your game.

I know that the legendary birds can spawn on regular routes after first encountering them, allowing you to catch multiple of them in a single save of LGPE. But I don't know if you just need to encounter the original one or if you actually need to catch it, although if it's the latter, I would assume it would respawn at its original location.

It will only respawn once you beat the Elite four. Also, after you beat the elite for, there is a chance it will spawn in Routes 22, 23, 24, and 25.
