To get the pass power to increase encounter level a little you have to get your entree to both black level 9 and white level 3. Then you can recieve the ppower from the entree. And you also need 2 pass orb to activate it.

How do I get white lvl 3 on black 2 game?

By connecting with a white 2 game through those bridge in entralink and complete mission in that game to gain white entree level. You need wifi or something like that.

I think you also need 2 pass orbs to buy the pass power.
