Hyper Voice. Pixilate multiplies the attack by 1.2, giving it effectively a base power of 108, vs Moonblast’s 95. Plus, as a sound-based move, it goes through Substitutes as well.

if im not wrong, moonblast is x1.5 due to stab no? as gardevoir is psychic/fairy type, but correct me if I'm wrong

Because of Pixilate, Hyper Voice also gets STAB (this is on top of the 1.2x boost the ability grants when changing the move’s type). I excluded STAB from my calculation because it affects both moves equally, so it doesn’t change the answer.
