Does the Berry glitch patch affect other timed events in Pokemon Ruby?

Can anyone explain how the berry glitch/fire red patch works? I have patched ruby with the fire red cartridge and link cable, but it doesn't seem to have worked. Does it only effect berry growth, or does it also effect all timed events like the lottery, high tide/low tide, etc?

If your internal battery is dry, all time features will not work. I believe this is what you are asking, but if it is not please let me know.

The berry glitch is not a dry battery. The berry glitch can happen when the battery is working just fine.

The glitch affects some other time-based events, and the patch should fix the entire glitch, so the patch should affect the other time-based events.
