Why didn’t a Pokémon show up while fishing?

I was chain fishing and I had a healthy Cradily, with the ability Suction Cups, at the front of my party, yet at one point in the chain, it said that no Pokémon showed up. Why did this happen?

I think suction cups increases the chance, but the chance is still less than one.

I'm not sure what the exact chances are, but Suction Cups and Sticky Hold increase the chances of getting a bite while fishing, but do not guarantee them. Look at the description of the move on any website and you'll read the same thing. I also know this from experience.
