Tornadus
You can find an entire rain team here. https://www.smogon.com/forums/threads/usm-ou-sample-teams-v2-up.3638845/
I've seen some people around Smogon use Manaphy with Tail Glow and Rest on some Rain Teams :P

Swampert @ Swampertite
Ability: Damp
EVs: 252 Atk / 4 Def / 252 Spe
Adamant Nature
- Waterfall
- Earthquake
- Ice Punch
- Stealth Rock

Kingdra @ Choice Specs
Ability: Swift Swim
EVs: 4 HP / 252 SpA / 252 Spe
Modest Nature
- Hydro Pump
- Surf
- Draco Meteor
- Ice Beam

These Pokemon are the most popular rain abusers in OU, as their Swift Swim ability allows them to outspeed a vast majority of the meta. Swampert can also set up Stealth Rock to damage opposing Pokemon as they switch in.

Greninja-Ash @ Choice Specs
Ability: Battle Bond
EVs: 4 Def / 252 SpA / 252 Spe
Timid Nature
- Hydro Pump
- Dark Pulse
- Water Shuriken
- Spikes

Although it doesn’t have any abilities like Swift Swim that boost speed, Ash-Greninja is incredibly fast and powerful, and it is hard to switch in to in rain.

Tornadus-Therian @ Flyinium Z / Leftovers
Ability: Regenerator
EVs: 4 HP / 252 SpA / 252 Spe
Timid Nature
- Hurricane
- Knock Off
- U-turn
- Defog

Tornadus-T is a great offensive pivot for rain teams because it threatens grass types with unmissable Hurricanes, and can regain health with Regenerator. It also provides Defog support for the team.

Tapu Koko @ Electrium Z / Leftovers
Ability: Electric Surge
EVs: 20 HP / 252 SpA / 20 SpD / 216 Spe
Timid Nature
- Thunder
- Defog
- Roost
- U-turn

Another viable offensive defog pivot for rain teams, except this time, it has unmissable Thunders. It can check some water types that may abuse your own rain.

I think Pelipper works too, thought probably not anymore.
Pelipper is a rain setter, not necessarily an abuser in and of itself. Dedicated rain teams will almost always run Pelipper though
