What is a good level to evolve my Eevee to Flareon in Fire Red?

I really need a Fire type on my team, so I'm kinda out of options...
(Also my Eevee's nature is Adamant)

Eevee's only good level up move is quick attack, which it should already know when you get it. So evolve it as soon as possible.

Also I don't think you need any fire Pokemon. Erika is the only gym leader with more than one fire-weak Pokemon, and none of the rival or Elite 4 have more than one fire-weak Pokemon.

Also if you do use a fire type, Flareon is not a very good option.
