Is it Good To have Draco Meteor on Rayquza?

Im asking this question because I have a Rayquza and the Moveset was
1:Dragon Acent
2:Draco Meteor
3:Extreme Speed
4:Earthquake
Item:Life Orb
Plz help and respond to my question so I can have a good Pokemon thank you
and the reason why Im asking because dose Draco meteor lower stats.

If you want a high-power dragon-type attack, Outrage is going to be a better choice in this case because the rest of your moveset is physical, and it would be a waste making Rayquaza a mixed attacker for Draco Meteor when Outrage exists. Alternatively, you could also go with Dragon Dance or V-Create (if you’re using Showdown) in this slot instead.
