Why won't Norman take me to Southern Island when I have the necessary items?

I have Eon ticket and mega latios but Norman isn’t taking me to southern island. Its hacked and the first thing in my inventory but it’s in the key items section it should work.

Huh. This https://www.reddit.com/r/pokemon/comments/2qqura/eon_ticket_requirements/ says you have to have at least beat Norman and obtained latios and the key stone. According to this thread, if you use hacks to obtain event items, there are certain game states you might have to change. I’ve beaten Norman and haven’t activated the event yet so I don’t think I need need to use event flags.

You should go to the ferry guy with the Eon Ticket. He will drive you to southern island
