hi i'm in search of the shiny litten but do I lose the chance if the 3ds is turned off

Only time you lose your shiny chance is if you're SOS chaining and you turn off your 3ds

No; regardless of whether you’re resetting for a shiny starter or breeding with (or without) Masuda Method, each reset / egg has the same chance of being shiny regardless of whether you turn your game off or how often you do it.
