This means any Pokemon that hasn't evolved. it doesn't necessarily need to be capable of evolution: Pokemon such as drampa or bruxish count here. I also want to exclude legendaries and mythicals, since they almost always don't evolve and have massive stats

But magneton's evolved.

For megas it’s aerodactyl at 615 but for base mons it’s lapras at 535

Lapras is tied with Duraludon at 535, but both are beaten by Ursaluna-Bloodmoon (with 555) which is technically not an evolved form because there is no way to evolve Ursaring into Ursaluna-Bloodmoon.

Both excluding and including mega evolutions, the Pokémon the matches the criteria detailed in the question is Wishiwashi In it’s School Form.
