Why isn’t there a friends tab on my Pokémon home?

I think for some weird reason the Friends tab only appears if you put your birthday at 16 years old or older. I don't know why they did this.

It's in the "Your Room" section. Directly above your Pokémon, there are three circular buttons, with "Friends" in the center:
