Telepathy is only useful in doubles, in case you're using it alongside global spread moves like Earthquake or Discharge. But then the other ability option, Pressure, only makes a difference if it actually causes the opponent to run all the way out of PP on some move. Palkia generally doesn't get much value from its ability slot regardless.
