it powers up sniper, but not many pokemon use sniper effectively. On the upside, crits ignore stat drops, so it can help if you want to spam something like draco meteor or superpower.

Focus energy sucks in every format that's popular enough to have a permanent Showdown! ladder.

However, the question never asked about a popular format, so you can create a custom format where focus energy is the only allowed move. Focus energy is good in that format.
