How can I get Mew/Celebi without cheats/manipulation of old gen 1 and gen 2 games?

Question

I have a serious inquiry about completing the gen 1 and 2 pokedex. I will eventually get all of the following games in order to conplete them:red, blue, silver, gold, and crystal. My question is: Is it possible to complete the pokedex by not manipulating red/blue/yellow's code(mew) and doing the manipulation glitch with celebi in silver/gold/crystal?

If you get the virtual console version of crystal you can catch celebi. I'm pretty sure anyway.

As for mew, only glitches are possible to get mew, as it was only available via events.

In the Virtual Console releases, the GS Ball no longer requires an event distribution as in the original games. It can be obtained after entering the Hall of Fame upon exiting the Pokémon Communication Center in the Japanese version or the Goldenrod Pokémon Center in the Western localizations.

Ilex Forest Shrine
Players of Japanese and Virtual Console versions of Pokémon Crystal can place the GS Ball on the shrine, to make a level 30 Celebi appear. The player then has the opportunity to capture the Psychic/Grass Pokémon. In the Virtual Console release, Celebi is guaranteed to have at least 5 perfect IVs.
